A collection case is filed where it can actually be enforced. That usually means the county where the debtor resides or does business, or where the assets we intend to reach are located. Occasionally a contract's venue clause controls instead, which is one more reason we read the credit application closely at intake.

Debtor outside California or New York? We are not able to take the file directly. If there is a judgment involved and the debtor holds assets in California, that is a different question — see Sister State Judgments, because domesticating an out-of-state judgment here is something we do regularly.
Multi-state enforcement is common with larger judgments. The usual approach is to obtain or domesticate the judgment where the debtor's principal assets sit, then move against secondary assets from there. Where a matter requires action in a state we do not cover, we will say so plainly rather than take a file we cannot finish.
